Mr. Ibrahima Sar
MD of SOMIVA and Former Minister of Finance (Senegal)
Ibrahima Sar is a highly respected economist with significant experience in the Senegalese government and international financial institutions. He has held key roles, including Minister Delegate of Budget (2007-2008), and Minister Delegate of Energy (2010-2012). Academically, he graduated top of his class in 1998 from the Centre for International Development Studies and Research (CERDI) and ranked first in Sénégal’s national exam entrance of the School of Administration and Magistracy (ENAM) in 1988.
He has a strong connection to Oxford, having studied and worked as a Research Assistant at the Centre for the Study of African Economies in 1998 with Professor Paul Collier from Blavatnik. Besides Oxford, his education includes courses in Economic Development from Harvard, MIT and HEC Paris . He now serves as the Managing Director of SOMIVA, a mining company in Sénégal, focused on phosphate extraction. He has held leadership positions such as Vice-President of the Council of Administration at Atlantic Bank Sénégal and Vice-President of the University of Dakar. He contributed to the World Bank after the 2010 Haiti earthquake and continues to lead various alum associations in Sénégal, demonstrating his ongoing commitment to leadership and development in the country.
